    I've carefully analysed this image and I think that this pic was partially smeared with photoshop. If you look closely, you would see that their pose was real but the hand groping her looks blurred. He may have been holding her waist. That's d place that must have been photoshopped. Taking pictures with cops is not against the law but public display of affection is. Both of em seem to be enjoying themselves
